Social value is scored in most UK public tenders and is usually evidenced with a narrative and a hope. The platform tracks it as data: TOMs measures, SDG alignment, headcount, health and safety, and the occupier experience of the building.
Why this sits in the same platform as carbon
Social value is weighted at ten per cent or more of the score in most UK public sector tenders, and increasingly in private sector supplier assessments. It is also the part of ESG most often evidenced by anecdote, because the data lives in four systems and none of them talk to the estate.
Holding it against the same buildings, the same reporting periods and the same evidence discipline as the carbon data means a social value claim can be traced the way an emissions figure can.

The Themes, Outcomes and Measures framework that most local authorities score against, held as measures with values and periods rather than as a document written at bid time.
SDG alignment
Activity mapped to the UN Sustainable Development Goals, so a corporate report and a tender response draw on the same underlying record.
Health and safety
Incidents, actions and a dashboard across the estate, with intelligence over the same records rather than a separate log nobody reads.
Headcount and FTE register
The denominator most social value and intensity measures need, held per organisation and period.
Occupier experience
Footfall intelligence and comfort and air quality monitoring, which is the S evidence a tenant actually feels and the one most often missing.
Tenant requests
What occupiers ask for and how it was handled, which is social value in the sense a building manager recognises.
Where it matters commercially
If you bid for public work, social value is not a reporting exercise, it is a scored section of the tender you are already writing. Being able to evidence a measure with a dated record rather than a paragraph is the difference between a claim and a score.
